KUALA LUMPUR: In a move that signals a significant advancement in Malaysia's maritime infrastructure, Mutiara Perlis Sdn Bhd (Mutiara Perlis) and Bina Darulaman Berhad (BDB) have signed a Memorandum of Understanding (MOU) for the development of key maritime facilities in Sanglang, Perlis.

This strategic partnership aims to enhance regional connectivity, improve logistics efficiency, and drive economic growth in the northern corridor of Malaysia. The MOU was officially signed by YM Raja Shahreen Raja Othman, BDB Group Executive Director, and Encik Wan Ahmad Zaheed Wan Mohamad, Group Managing Director & Group Chief Executive Officer of Mutiara Perlis.

The ceremony was witnessed by BDB Chairman, Sr.

Haji Che Had Dhali, and Mutiara Perlis Executive Chairman, Dato' Shabaruddin Ibrahim.

The agreement paves the way for the construction of three key facilities at Perlis Sanglang Port (PSP): the Langkawi Supply Base, designed for Roll-On/Roll-Off (RORO) vessels, ensuring seamless connectivity between Langkawi and the mainland; the Langkasuka Supply Base, a dedicated hub to support oil and gas (O&G) field services in the region, reinforcing Malaysia's position in the energy sector; and the Bulk Cargo Terminal, a facility to handle dry and liquid goods, streamlining trade and industrial operations across key regional sectors.

The Perlis Sanglang Port (PSP) is strategically located on the Sanglang coastline, naturally sheltered by Langkawi Island.

Unlike many other maritime facilities, PSP is uniquely positioned to operate year-round without requiring dredging, making it a sustainable and cost-efficient alternative for maritime operations.

This natural advantage significantly enhances Langkawi's role as Malaysia's premier tourism hub and strengthens its position as a regional host for major international events, including the prestigious Langkawi International Maritime and Aerospace Exhibition (LIMA).

The development of the Bulk Cargo Terminal will further streamline the handling and distribution of dry and liquid goods, supporting industries such as mineral-based exports while improving efficiency for the Langkawi Supply Base and Langkasuka Supply Base.

Additionally, the shared facility will be promoted as a potential base for oil and gas field services in the Langkasuka and Andaman regions.

It is also expected to serve as an operational hub for Malaysian security agencies equipped with maritime assets, adding a strategic dimension to national security.

This partnership represents a significant leap forward for Malaysia's northern maritime landscape, fostering deeper connections between the industrial and logistics sectors in Kedah and Perlis.

The initiative aligns with the Northern Corridor Economic Region (NCER) Strategic Development Plan 2021-2025, which emphasizes sustainable and high-impact infrastructure projects.

Dato' Shabaruddin Ibrahim, Executive Chairman of Mutiara Perlis, expressed confidence in the collaboration, stating, Meanwhile, Sr.

Haji Che Had Dhali, Chairman of BDB, emphasized the long-term impact of the project on the regional economy, stating, The MOU also aims to enhance logistics efficiency and support industrial growth in the Kedah and Perlis economic zones, including the Perlis Chuping Valley Industrial Area, Kedah Rubber City, and Kedah Science and Technology Park.

With the Perlis Inland Port (PIP) already 80% complete and set to commence operations in July 2025, the integration of PSP with PIP will create a seamless logistics network, further positioning northern Malaysia as a major hub for trade and industrial exports.

The construction of PSP is scheduled to begin in the third quarter of 2025, with completion expected to align with the region's expanding economic and industrial development.

The Mutiara Perlis-BDB collaboration signifies a transformative moment for Malaysia's maritime sector, leveraging both companies' strengths to create a world-class port and logistics ecosystem.

Through this integrated approach, bulk commodity logistics will be streamlined across key ports, reducing costs, increasing efficiency, and unlocking new investment opportunities for local and international stakeholders.

The project also reinforces Malaysia's commitment to green and sustainable maritime infrastructure, with its dredge-free operations minimizing environmental impact while maximizing operational efficiency.

As Malaysia continues to expand its maritime and trade capabilities, projects like PSP will play a crucial role in national economic growth, driving job creation, infrastructure development, and strengthening the country's regional and global trade positioning.

With Mutiara Perlis and BDB at the helm, PSP is poised to become a landmark achievement in Malaysia's maritime history, ushering in a new era of connectivity, trade, and industrial success.
